Sorry for the late answer, I only now am able to fully look at my mails.

If Kwin blinks despite you not wanting it to blink, I think this is a
Kwin issue. It's not up to urxvt to second guess how your window manager
behaves and it should not compensate for this - that's very much against
the spirit of window hints (apps are supposed to report the hints, and the
window manager is then responsible to convetr this into suitable semantics
for itself).
