It's PROBABLY enabled in GNOME control center -> Sharing -> Media
sharing. Whatever distributions decide to do on their settings, I
CANNOT control OR decide.

NOTHING in the Debian/Ubuntu package enables Rygel at boot time, IF it
runs then it is started in YOUR user session.
