You also need gstreamer1.0-libav for MPEG2 muxers and encoders - But also it seems it picks up some plugins where Rygel does not provide a proper preset for. Can you, before you install gstreamer1.0-libav, please run with export GST_DEBUG=encodebin:8 and send me the log, please? Once that works, we can do the second step and fix the poor picture quality you will have.
