I added cc to Ryu-devel mailing list, and please keep it.
I think "linux-other" in rest_qos.py is a typo... The correct name
should be "linux-hfsc".
In this article, it is said that Ryu supports "linux-htb" and "linux-hsfc":

Both values are equal to OVS values.
