Hi Nitin,
ActionList is applied in order. Please refer to the section 5.8 of
OpenFlow1.2 spec for details. It is meaningless that OFPActionOutput is
before OFPActionSetField. IMHO, the switch recognizes OFPActionOutput to be
the last action.
