I see. I guess that the classes which process the protocol on lower level
are in ofproto directory. Moreover, the module added is a utility class
like ofctl_*. I also considered to create lib.ofproto directory and putting
in with ofctl_*, but it has large impact. From those reasons, I would like
to add prefix "ofp_" to the name.
