It's due to recent changes in the pbr project, and the hooks raise an
exception only on Windows. I shall submit a patch later.

By the way, to solve the module dependencies on Windows, I installed
greenlet, lxml==2.3 by easy_install, downloaded pycrypto binary from
http://www.voidspace.org.uk/python/modules.shtml#pycrypto , built
oslo.config from git tree, and others were automatically solved with ryu
installation.
It's quite painful to install ryu on Windows. :(
