Takahashi-san, The test switch is our own switch, Edge-Core AS4600-52T (OF13). All OF13 Meter tests send out IPv4 and IPv6 packets which lack of source/destination address and port numbers. This was apparent in the REMARK tests, which failed with 0 throughput for the IPv4 and IPv6 tests, so I checked the .json files and packet capture. It turns out that the IP information of all Meter tests is insufficient for the switch to correctly forward the packets. Invalid packets will not get forwarded by default.
