Unfortunately, no.
I suggest using python 2.7 as I've tested before, but you may need to
resolve dependencies manually at first. Some packages described
in tools/pip-requires cannot be installed by pip or ez_setup easily on
Win32 platform and you may find 3rd-party binary packages.
