It's up to your SDN design. If you design your network in a way that a packetin comes to a controller then the controller installs flows for it, then such event that you describe can happen, I think. Since OF1.3, if there is not a matching rule in the flow table, the packet will be dropped by default. You have to install flows pro-actively.
