it's difficult to say anything without knowing what platform you are using.
if you are using a recent version of major linux distributions,
try apt-get or yum or something like that.

"ovs-vswitchd --version" is not a right way to see supported
openflow versions.  openflow 1.3 has been enabled by default
since open vswitch 2.3.0.
