the openvswitch version from ubuntu 14.04 should have openflow1.3.
the following something along the line would work:
ovs-vsctl set bridge your-bridge protocols=OpenFlow13
ovs-vsctl set-controller your-bridge tcp:127.0.0.1:6633
(where 127.0.0.1:6633 is the address:port on which ryu listens)

it depends on how you installed ryu.
