1)
You can use rx_bytes and tx_bytes to calculate average traffic load
for example : *(current rx - previous rx) / delta time*
2)
Just send OFPT_ROLE_REQUEST to switch and let switch know which controller
is slave, master or equal.
For example :

The other example is let two connect each other by using socket, while
master controller dead, slave controller will send role request and change
to master.
