First, which switch in your topology is connecting to Ryu? The rest_router application installs the flow entries for the router into all switches which connecting to Ryu. If "switch" in your topology is NOT a router, but is just a L2 switch, "switch" should not be connecting to the same Ryu with the rest_router. And Which switch sends DPSET event? If DPSET event is from "router", "router" may be continuing to reboot or reconnect again and again.
