It was operating without problems. When trying the source in my environment.
Output log is below.

(s1)# ovs-ofctl -O openflow13 dump-flows s1

I think the problem is not a source.
I am using a 64-bit environment.
If you are using the 32-bit environment, please try to operate in 64-bit 
environment.
