try actions = [] ?

So the I must no used actions such as below command :
actions = [ofp_parser.OFActionOutput( ) ]
inst = [ofp_parser.OFPInstructionActions(ofp.OFPIT_APPLY_ACTIONS,actions)]
or
actions = None
inst = [ofp_parser.OFPInstructionActions(ofp.OFPIT_APPLY_ACTIONS,actions)]
I try with commands above but I get errors .

I hope you're fine and well,
I am just need to add flow in OVS and the action of flow is drop , that mean if
the match is occurs the action is drop , is that possible or not ? because I
try to do it but I am not able , I saw the action always is the output port ,
and am not sure if it is possible to make drop action.
