This problem seems to be caused by the loop in your Topology1.
simple_switch_13 is just a sample application for the getting started,
and this App does not aware of the looped topology.
To detect or solve the loop in your topology, I guess you need to
implement your own App.

FYI, "33:33:00:00:00:fb" seems to belong to the reserved multi-cast
address in IPv6 address.
You can turn off IPv6 to suppress this multi-casted packets, but
it does not solve the loop of the topology with simple_switch_13.
