As you mentioned on the issue #5099, Ryu imports "pip" at;
https://github.com/osrg/ryu/blob/e6773539b546576c13f7397769d2001c46bbfdaa/ryu/utils.py#L143-L144
and also;
https://github.com/osrg/ryu/blob/e6773539b546576c13f7397769d2001c46bbfdaa/ryu/tests/unit/test_requirements.py#L22-L23
For the former one, the "parse_requirements" function seems to be no longer
used, then I guess we can remove it.
And for the latter one, I think we can write an alternative way instead of using
"pip".
I will post patches for this issue soon.
