Excuse me for jumping in.

I faced to the similar problem on my project (maybe this is not cause of your 
problem though), on my case, the cause was Linux bridge. The Linux bridge 
doesn’t transparently forward LLDP packets... At that time, I couldn’t find the 
proper solution of this problem, I replaced the Linux bridge by the Open 
vSwitch.

In your case, I suppose the connections between your Docker containers are 
linked with the Linux bridges, how about trying the packet captures around the 
bridges?
