Have you installed Ryu correctly? ofp_event.EventOFPacketIn is a handler to OpenFlow packets In messages coming to the controller, any methods and modules regarding that functionalities should be there if Ryu was installed. May be is just VsCode that doesnt find methods if everything is working.
