http://web.mit.edu/usrdoc/misc/berknet/netintro.n is the original
definition.  I find GNU's inetutils-1.9.4's ftp/ruserpass.c seems to
stick to that:  no explicit comment character, allows comma as separator
not just whitespace, double-quoted string, etc.
