I've also gone through haskell runtime problems.
It turned out haskell programs can be compiled into binaries.
Please see the Debian package: https://packages.debian.org/stretch/shellcheck 
it is tiny.

I have no knowledge of haskell compiling but after compilation you may remove 
all haskell packages.

You may try the precompiled binaries:
