Which version are you trying here, please?  Just to understand
what is going on; v14.9.x does not support setting configuration
options for the "install" target.

I cannot figure out what this could be.  Would you mind doing

  make OPT_AUTOCC=no VERBOSE=yes all && make install 2>&1 | tee log.txt

and sending the log.txt?
