I always was told in the profession that CEMENT is the powder that is mixed
with the water to form the paste that holds the aggregate (rocks) together.
CONCRETE is that mix of aggregate, paste, etc., that is placed in the forms
and within the cure time hardens to the solid strong structural mass that is
intended. Spent 31 years making sure the plants mixed it right and the
contractors laid and cured it as per the specs.   DJE-KCMO

The floor in your gravel plant would be concrete.

Cement is a mix of lime and silica, and some other stuff, and is used to 
hold things together.

Concrete is a mix of rock, sand, and cement.
