I'm not picturing how you have the hinges unless you're just sandwiching the 
two pieces for transporting which is something I once did
with a pair of HO modules I had once done..


But while thinking about what you're done, I had a epiphany (sorry, watched 
Hook last night)....


What if the 'table top' was inset into the frame so the the SHS track was at or 
just below the frame.  Standard piano-type hinges
could be used so the second half (or the two 1/4's) would just fold up and onto 
the centre section.  It would just be a matter of
notching out the inboard frame where the track crosses over to the next section.

One benefit of this design would be that in the case of ankle-biter 
intervention, the raised frame (although at about the same height
as the track) may act as a guard rail to keep the train from hitting the floor.

The resultant design would then be:
   3/4 inch clearance (occupied by the SHS track)
   1 inch for the foam base (table top)
   The remainder would be for the cross members - the height which would depend 
on if 1x3's or 1x4's, etc were used for the main
frame.
