I want to thank all who responded to my recent inquiry.
The responses were most informative.
They indicate that the engine in question was likely used to power "The
Tennesseean", a train out of Washington, D.C. to Memphis, and/or trains
running southward from D.C. to Atlanta. As the N&W participated with SRR, the
streamlining may have been an attempt to balance esthetics of the passenger
service with N&W corporate policy which at that time barred diesels on its
lines.
It's possible that only one engine was streamlined, although the photos
chosen for the MM article would suggest more.
