Looks to me like AM is trying to recoup some of their cost by selling
additional (cafe) cars.  Note their web site still shows only undecorated
sleepers.  They could have run these cars anytime but it looks to me like
they held off for a long time to let the NASG collect orders.  Not sure I
see the what's the beef.
