I had the same interest a few years ago.  At that time not much was 
on the S market, so I did my usual thing -- I looked for something 
close in the Walther's HO catalog.  

There it was -- an operating semaphore -- upper quadrant at that.  
Just what I wanted except it was in the wrong scale.  One phone call 
to Tomar and a brief conversation with the owner gave me the courage 
to go for it.  So I asked him if he would build one for me with a 36% 
taller pole, but using all the same HO components for everything 
else.  Since those parts were a bit oversize for true HO, they were 
closer to S.  Close enough for me anyway.  He asked for six weeks 
since this was a custom job and charged me the same as the HO 
semaphore since everything was the same except for the length of 
brass tubing and piano wire which was trivial.

Another possiblility is to build your own out of switch motors, brass 
tubing, etc.  An article for doing this appears in the soft cover 
book by Kalmbach pertaining to Animation, Lighting, and Special 
Effects.  Forgot the exact title of the book, but that is close 
enough that you should be able to order it.
