That would be me.  Brass manufacturers are often not too careful about their 
laquer overspray.  I have had several pieces that exhibited sags (runs on the 
sides due to excessive laquer spray) and small
surface details clogged with excess laquer.  You can't see this stuff unless 
you inspect very closely -- although the sags were obvious in reflected light.

The thing is that these transparent defects become opaque once oversprayed, 
resulting in a model that looks, well, poorly painted.

There is an added bonus in removing the laquer first:  Parts that are poorly 
soldered, and thus held in place solely by the laquer, will fall off in the 
laquer-thinner bath.  You need to identify these
parts before painting; else they will eventually fall off after painting.
