    Hi Peter, I model in O scale and can tell you that a 12ft. square
area is pretty small for 2 rail O scale, it can be done but you will
be limited to a switching style or shortline layout, 36 inch radius
curves are about the practical minium for appearance sake. Three rail
O can fit more into that same space but will look toy like and may
become frustrating after  a few years of looking at that center rail
,there's no way to hide it no matter how great your scenery skills!
  O certainly has the advantage when it comes to cost, selection and
easy of assembly. Check Ebay, the used market is full of nice stuff at
reasonable prices.
   S is quite a bit smaller than O so that 12by12 becomes a lot bigger
in terms of layout design. I'm contemplating using S scale for my next
layout so I can downsize my train room to a more reasonable size, as I
get older I lack the energy and desire to fill a barn with scenery.
Your prototype or your wants for your new layout might be a deciding
factor, as mentioned the S scale selection is spotty, it's also got a
very shallow used market, ebay offerings are sparse and draw high
bids, I rarely find  bargains on any old S scale(not counting flyer).
For the new railroad I want to model(Visalia electric) I've found SHS
and american models have some usable locomotives, boxcars, stockcars,
and flatcars., I may have to scratch build some GS gons and some rock
hoppers plus a large fleet of PFE steel and woodside reefers but it
might still be less work than a larger O scale layout would be.
   Before you make a final decision I'd recommend you buy a couple O
scale cars on ebay and a couple S scale cars from AM or SHS and then
play with them a bit or modify or weather them to see if you really
prefer one size to the other, when you are done with them you can
re-list them and get most of your money back. Some people don't care
but others find a strong attraction to one size or the other. Afterall
your layout will be a lot more satisfying if you really enjoy the
equipment. I know what you mean about N scaler, I picked up a couple
of cheap N scale cars at the local hobby shop to paint graffiti on,
and just the short time I spent painting them was all I ever wanted to
spend with N scale, I just can't relate that small size to a real
train, but other people are happy building complicated N scale
