According to the dimesions published by ACF in the 1940 Car Builders 
Cyclopedia (reprinted in Trainshed Cyclopedia No. 12), the Athearn AAR 
105 tank ("Chemical Tank") at around 11000 gals is close to a 3000 gal 
tank in S (used for clorine). The frame would need to be wider, of 
course, and details replaced. Given that the HO frieght car guys say 
the Athearn valve cover is way oversized, it should be fine in S. A 
number of prototypes dating back to the 1920's are also shown in the 
the Trainshed volume.
 
The PBL Sn3 tank car kit should be convertible to S standard gauge, as 
the prototype was a std gauge car narrowed to run on 3 ft gauge. 
Again, the frame needs some widening. I think the RPI site has some 
info on convering the HOn3 version to std gauge, which would still 
apply to S as well. I remember at least one coversion of the same car 
in On3 to S scale published a few years back, that version was more 
free-lanced (but a prototype might be found with some searching). I'm 
not aware that any O scale cars in 3-4000 gallon range are available. 
Such a car would be close to an S 11000 gal propane car.
