No opinions but there is a list of companies making people to S Scale 
(or thereabouts) on the SSMRS website at:

http://www.s-scale.org.uk/figures.htm

Scroll down the page until you find the section labelled "Commercial 
Figures".  There are twenty companies listed (with pictures) 
supplying figures of varying size/quality/era.
