Opinions are free and plentiful.  Actual work will cost ya!  Man am I
wired!!!!

In some areas of the world, where tall folks live, this height is
typical and average.  Perhaps a new locale for your layout?  You could
use O scale doors on S scale structures.  Think outside the box.    :>)

Arttista figures are my personal favorites, but lots of other companies
make 'em the size you seek.  There are about 14 firms that make S
figures listed in NASG's  "S Trains Buyer's Guide"  which has just
recently been revised and updated.  I assume these same firms are listed
on the NASG web site.  Some of these firms appear to be AF oriented and
so the scale proportions of figures might be worth investigating
carefully before placing a large order.  Others are the accurate scale
standbys of many years.  Maybe buy one figure from each firm and write a
report on your findings.  Interesting project for someone (not me).

Short of actually counting them, I think Fun&Games and Arttista have a
good selection.  But that is just an off-the-cuff opinion as opposed to
a 
carefully-considered-and-thoroughly-researched opinion.  Then there is
the shoot-from-the-hip opinion, but I won't offer one of those here.  My
gun is not loaded at the moment......  

Like most things, the better quality stuff costs more.  Prices range all
over the map depending on metal vs. plastic and painted vs. unpainted.
