I bought a box of unpainted plastic MTH people. Men scale about 6'4" and women about 5'8". A tad on the tall side but useable. I used a cheap acrylic paint set from a craft store. Painting in assembly line fashion with enough detail to satisfy me took only minutes per person. Many were used to populate my Budd cars.

Well, several years ago I bought at least three - four bags full and they do fit in pretty well. However, most are sitting, which is fine for Pullmans and benches, but not one has a hat or helmet on making them ineligible for railroad work. I've been working on making-placing helmet's/cap's on them, but its not an easy job. It really doesn't take much glue placed on the top of the figure to shape a cap or helmet.
