I agree.  As a matter of course during decoder installation the wire 
from the frame to motor is disconnected.  You can elect to use that 
wire as one of the power leads to the decoder or install brushes at 
the wheels and obtain power that way.  My comments assumed severing 
of this direct connection, thus my confusion regarding electrical 
isolation of the motor from the frame.

The question in my mind is should the frame be electrically neutral 
in the DCC good practices manual?  I use the frame lead wire to the 
decoder and have never had any problems.
