     I suspose you could use the joints on your fingers or use a piece
of string? but if you can't afford a ruler you probably can't afford
track?? 
     In the old days surveyors staked track by setting up on the
center line and shooting in stations by turning angles with a transit
and measuring the distances with a steel tape(or chain in the really
old times)Each station had a deflection angle and a chord calculated
according to the radius desired. Now days the whole job is stored in a
computer and we can call up the co-ordinates of any point and set it
by angle and distance from any occupied point(much easier). 
    I once staked a double car garge sized layout with a total station
electronic instrument but for that size of project a tape is
easier....dave
