NEVER use UPS for shipping to or from Canada. That fee you are talking
about is the UPS charge for handling it through Customs. When I was a
manufacture I shipped USPS to Canada. They charge 5 dollars for the
same thing and all my customers in Canada wants their shipments by
mail. It is not a hidden charge. It is in their published tariffs had
you looked.
