"Governors" were RF&P 4-8-4s with 6-wheel tender trucks.
ACL Class R1 4-8-4s had 8-wheel tender trucks. These tanks ended up
behind some N&W Ys when ACL went diesel.
C&O and VGN 2-6-6-6s had one 8-wheel and a 6-wheel truck under the tank.
