First, I'm a great believer in it's your layout and I enjoy all approaches. Still, I think the line between Hi-rail and scale is real simple. If you chose or could chose to run NWSL S scale wheelsets, (Not their finescale wheelsets)then you are a scaler. If you would chose not to, then you are a hi-railer.
