By 1935 there was more than talk.  Charles Wynne had been pioneering 
the scale since WW1.  See

The SSMRS (originally H1 MRS) celebrates its 60th anniversary in 2006 
and fortunately the oldest of Charles Wynne's locos survives in 
society ownership to honour the memory of our pioneer.
