Water slide decals printed on most computer printers (inkjets in 
particular) are done with water based inks. When water hits any 
inkjet printed surface, the ink runs. I found this out when one of my 
cats walked over some video artwork and left little runny footprints!

Since inkjets use water based pigments, the decals must be coated 
with lacquer after printing.  You might try running them on a Xerox 
color printer as an alternative, but lacquer works just as well. Most 
decal parer kits come with a can of lacquer but Krylon is cheaper.
