After further perusal, I might guess that the middle and right trucks in the photo are both PSC On30 trucks widened to S scale. Take a look at:
http://www.precisionscaleco.com/ Click on Trucks on the menu bar, then under the O/On3 Scale menu click on On3 Passenger/Freight trucks. #9096 and #9097 are the trucks I am referring to. Dead ringers for the trucks in the photo.
