I don't quite understand what you are asking.
The Kadee HO and Kadee S couplers are different. The HO version is a
little undersize for S scale, and the S scale version is a little
oversize. The longer wire on the converted HO coupler brings it down
to 1/16-inch above the railhead, identical to the S scale version.

As far as being considered scale "S", you can use whatever you like.

Yes, the draft gear boxes of the Kadee HO and S couplers are
different. They have different mounting holes and use different size
