Yeah... unless I'm terribly misinformed, Athearn used to (YEARS ago) make
trucks with spinning bearing caps as well. And it seems like there may have
been yet another manufacturer that did so as well... not sure.

There is even a small video on that page showing the caps spinning.

I never had Kato rolling stock while in HO, but I did have some of those
roller bearing trucks. I THINK I had to assemble them (including placing
the cap over the axle).
