Couple of things folks might find of interest..., not 3/16ths scale but still 
RR related:

The latest volume (#13) of Railway Prototype Cyclopedia has a nice article on 
the SAL round roof box cars - turns out "turtle-back" was a term used by 
Pullman-Standard.  I know there was a move to try and build these in S, this 
article should be useful.  The volume also has a pretty extensive article on 
the Milwaukee Road ribbed side box cars.  These were a great S scale (RRM) 
brass project - unlikely to ever be done in plastic and so unique you only need 
one to stand out in a train.  It's a great article, wish it has been around 
when we built the cars - then again if it had I would not have written an 
article for the Dispatch!  All you freight car fans should check out this 
Cyclopedia volume!

On another front, I recently received Norfolk Southern's annual shareholder's 
report.  The railroad included a DVD in the report that tells the story of 
their Hurricane Katrina response.  It is a stunning, sometimes moving 25 minute 
DVD that highlights the engineering, M of W and logistics side of the industry. 
 While many company's chose to blame Katrina for reduced performance, NS chose 
to use the event to inspire its railroad.  Great story - if you know anyone who 
has the DVD, I would highly recommend it.  My guess is you can get copies for 
clubs by contacting the RR's public relations department.
