Dear Ed,
    There are lots of reasons other than the motor for poor runners, but 
the motor can be a culprit.  You really need a volt/ohm meter to test 
the motor's current draw.  The other thing you need to know is what to 
expect as a normal value.  With our switchers it is about 1/3 of an amp. 
 With our F units with the same physical size motor, but it was wound 
differently for more power, it is just under an amp.  For those using 
DCC, Tony's has a very nice digital amp/volt meter.  We use this for 
testing all of our engines in for repair.  I do not believe you need a 
decoder, I test in analog mode using a DC shorting plug.
