For painting handrails try radio control (R/C) paint.

R/C car bodies are made of flexible plastic, and the paint won't 
crack or chip when bent. Tamiya and Pactra are two brands. See the 
article "Chip-proof handrails" in the July 2002 "Model Railroader" 
magazine.
