Dave....One interesting explanation related to me by a Past President 
of the NMRA was the threat of a lawsuit by a major DCC manufacturer if 
the NMRA ever published a list of non-complying products that made 
them "look bad" and/or "hurt sales".  That is one reason why such a DCC 
list was never published back in the early days of DCC.  I remember 
suggesting the publication of a list of just products that did meet the 
conformance tests, but even that was considered too risky by the so-
called management of the day.  So the consumer was left on his own to 
search out the infamous football and make his own semi-educated 
decisions about what to buy.  But maybe things have changed recently.  
I don't belong to the NMRA anymore and am out of touch.  Ed L.
