I have had an American Models RS-3 for several years. It has always been
smooth, strong and reliable. I ran it on my home layout (Shinohara code
100) and the portable layout (American Models flex track). Both had
curves of over 30 inch radius and both had spiral easements at the entry
to the curves.
 
Are you running sectional track?
What sort of radius do you have?
 
Maybe there is a clue in the geometry. I would check that after you
follow Bill Robert's advice on checking the gauge of the wheels.

I have a couple of RS3 models that have performed flawlessly through the
years.
