The wheels that Alan Gibson makes specifically for S Scale are listed 
on the SSMRS website at

These have the same 1/8th inch diameter axles as his 4mm scale wheels 
(4mm scale is 19% smaller than S) but use the UK S Scale standard 
(which is very close to the P64 standard in US terms).  Thus these 
wheels may be too close to scale for many US modellers and unsuitable 
for anything as toy-like as Hi-Rail.  Alan's OO wheels are (I think) 
a code 110 size and may better suit the NASG standards.  Alan has 
long been a friend of S Scale and models in it himself.  

The other major UK 4mm scale wheel supplier with a large range of 
types (Sharman wheels) is currently not in production.  

Ultrascale are another UK 4mm scale wheel supplier with a reputation 
for quality.

Northyard in New Zealand use a RP110 profile but these wheels are on 
a 3mm axle and mostly of small diameters.  They do not have a 
website. 

Romford wheels (produced by Markits) can be had in a RP110 profile 
but use a square ended axle and this is not available in an S scale 
length.  Unlike the Gibson, Northyard and Ultrascale wheels they are 
all metal.
